Call to consider gender-based budgeting on toilets

A GOVERNMENT backbencher has urged Penang local councils to build more cubicles in women’s toilets through gender-based budgeting.

Wong Hon Wai (DAP-Air Itam) said gender perspective was included in the state’s budget allocation to ensure the distribution of resources to foster gender equality.

“For example, new toilets which have been built by the local authorities do not fulfil gender-based budgeting.

“In terms of outcome-based budgeting, it is right that more toilets for men and women have been built.

“But the numbers of cubicles in new toilets built are the same for men and women.

“If the gender-based budgeting perspective is considered, then there should be more toilet cubicles for women compared to men because statistics show that the time usage of toilets by the genders are different,”

Wong said during the state legislative assembly debate on the Supply Bill 2014 on Tuesday.

ON a separate matter, Lim Siew Khim (DAP-Sungai Pinang) noted that the total amount of rent arrears and maintenance was RM5,160,128.

“Action should be taken on renters who do not pay rent. Some have not done so for almost 10 years but can afford to renovate their units.

“A special fund should also be set up to help the poor such as the disabled who have defaulted on paying rent,” she said.
